Speak with Emissary Rickerd in Osbrook and accept the delivery. He gives you a sealed letter and the first objective is to find the Mannshire governor.

01 Find Governor Weber
Emissar Rickerd tasked me with bringing a report from Osbrook to Governor Weber in Mannshire.#It's a matter of state importance - he told me not to break the seal under any circumstances, or I'll get in trouble.

After Weber receives the letter, return to Osbrook and finish the report with Rickerd. You may leave or ask for the promised payment; both choices complete the quest.

You may deliver the sealed letter directly or read it in the inventory first, converting it into an opened letter. Both routes remove the letter and proceed to the return objective.
A Keep the seal intact
Do not read the letter in the inventory; hand the sealed item directly to Weber. The handover removes it and awards the additional 100 crowns on this route.

Reading the letter from the inventory before delivery converts it to the opened state. It can still be handed to Weber to continue, but the sealed-delivery payment does not trigger.

Delivering the letter with its seal intact awards 100 crowns from Weber; the opened-letter route does not. Back with Rickerd, you may finish without asking for more or request the promised reward.
Asking for payment grants 1 Antique Buckle and 1 Elven Ice Wine; leaving without asking grants neither item. Both choices complete the quest.
